Aligning capability and resource commitments at the UK MOD Expeditionary Campaign Infrastructure Team (ECIT)

The Expeditionary Campaign Infrastructure Team (ECIT) is responsible for delivering the infrastructure required to support operational activity – including operational accommodation (tented camps, aircraft shelters), field hospitals and force protection material.


Microsoft Project Enterprise (MSPe) is mandated by the Land Equipment Operating Centre (LEOC) Programme and Portfolio Management Team as the tool to support the delivery of all resource management activities, ensuring alignment with Programme and Project Plans.

ECIT, with limited experience of the tool, were required to implement this new system in support of its ongoing capability delivery. Despite recognising that the tool would improve the visibility of resource and capability requirements, the team required an implementation plan and support in the successful delivery and roll-out of this new technology.


LSC Group, with previous experience of working with ECIT on change improvement projects, had an existing specialist embedded in the organisation providing support to Programme and Portfolio Management activities.

The specialist was asked to combine these activities to ensure alignment of plans and resource commitments using this new tool. The Specialist delivered ‘at shoulder' support and training to all team members, ensuring consistent and accurate use of MSPe in support of capability delivery.


Championing the implementation and use of MSPe in support of capability delivery, the ECIT is embedding this tool as business critical. Benefits include:

  • Uniting what had been previously disparate Management Information Systems (Capability and Resource) into a single tool
  • Greater alignment of resource in support of Programme and Project Plans
  • Greater visibility and understanding of capability requirements and the associated resource commitments
  • ‘At shoulder' support for team members will ensure consistent application and use of the tool
  • Improved ability for more flexible resourcing

The Outcome

MSPe is seen as integral part of the continued transformation and management of programmes and projects taking place across LEOC. The tool will provide the ECIT with a greater understanding of the resource required to deliver capability.

Ensuring the quality of the data entered into the system will be a high priority. The team looks to ensure that this new tool is truly embedded into the ECIT and used for all day to day planning and resource activities.
