ECI Requirements Management

Delivering Requirements Management analyses for the UK MOD Expeditionary Campaign Infrastructure Team (ECI)

The ECI is responsible for delivering operational accommodation both domestic (tented camps) and technical (aircraft shelters), field hospitals, staff working environment, force protection material, general service tentage and surface expedients.

The Challenge

The Expeditionary Campaign Infrastructure Team (ECI) in support of Urgent Operational Requirements (UOR) and core programme deliverables were required to deliver key initiation documents.

Solution

External agencies that were capable of carrying out the required Requirements Management analysis were identified and a competition held to identify the best value for money. LSC Group were chosen and provided an analysis team with expertise in Requirements development, IBM® Rational® DOORS® and experience in military equipment and processes. LSC Group provided Requirements Engineering services to the Team, enabling ECI to acquire fit-for- purpose, complex systems.

Customer Benefits

With an experienced team of analysts in place, ECI were able to confidently develop and follow a procurement plan, avoiding delays and maintaining standards. Stakeholders had confidence that their requirements were properly captured.

Adopting a flexible and proactive approach to the delivery of requirements, specific benefits included:

  • adopting a systems thinking approach to enhance creativity and rigour;
  • delivering independent, objective & facilitative requirements management activity;
  • addressing practical problems experienced by the customer;
  • using repeatable, consistent processes and supporting tools appropriate to the type of system and customer;
  • remaining flexible and liaising directly with the equipment users where and when available;
  • ensuring all requirements documentation reflected AOF guidlines;
  • ensuring all documents loaded onto MOD approved Keypaq – maintaining accuracy of records, auditable and traceable.

The Outcome

In addition to delivering Requirements Management, a comprehensive Strategic Options Study on the future of Army large scale tenting accommodation has been completed. This will be used to inform the procurement of the next generation of temporary accommodation for the Army.
